I don´t think so. Breeders alone have no voice in politics. The German kennel club VDH, representative of German breeders and dog owners with more than 650.000 members, even went to court (and lost!) around ten years ago before world dog show in Dortmund to get an exception from the law for legally cropped dogs from foreign countries.
Since then this subject is settled in most of the European countries. It´s sort of a very old hat and just comes up again because Austria just did what was forseeable since very long time and what so many other countries already practice for years.
