With "enforce the law" I meant that legislators sometimes pass additional laws and regulations when they notice that existing laws for some reason or another seem to be insufficient.
As for the animal protection subject: You are absolutely right, I couldn´t agree more (Spain!).
But, like I said before, this is how it is and Europeans have to live with it.
