Interesting discussion. I personally thgought it was a tragic accident. It happened so fast. No one really to blame except maybe the owner. He seemed to have a death grip on the dogs collar so I wonder if he hadn't already had problems with the dog and should have known better and/or alerted people like the news anchor. Either or I hope they don't put the dog down.
