I doubt very much that this will change anything in the US or Europe. German working breeds must pass a breed suitability test that requires a shutzhund III for males and a shutzhund I for b###hes at a minimum, in addition to passing a conformation review. This has never caught on here and the parent club in the US does not have the right to limit breeding papers. Of course the German working dog community goes back to Germany for dogs regularly as a result.
