I agree w/ Joey. I would vote to keep it the way it is, the only ? is how bad you wanna win? Hitting the index in the cool weather to win a round/race, will definitely cost ya in the summertime. Thats why they make balast, if your running -.70 under, then throw 100 lbs in your ride and slow it down a tenth. If there's no penalty for running more than -.60 in mineshaft conditions then you take the .50 under players out of the game. Index hits need to take place at every race in order to achieve class parity and get it to where like Bill referrd to everyone would be "running no faster then .60 or .50 under."
