F7 question

Ive wanted to ask this for a long time on here but forgot to. What are the 2 tubes running down from the exhaust stacks on 721A?

It looks like there are covers over the stacks to keep raw materials/debris from falling into the stacks and these 2 tubes redirect the exhaust downwards. There appear to be fumes above the first exhaust stack so I guess they werent completely covered. Ive seen this on F7s that work the docks so I assume that was the purpose of those tubes?
