They werent phase 4 SD9s. On phase 4 SD9s EMD used a taller battery box and short hood which came from GP9s. There is a noticable drop from the cab to the long hood. Also phase 4 SD9s dont have ladders on the short hood just grab irons. The B&LE only rostered phase 2 and 3 SD9s. Phase 3s have the 2 48in diameter fans on the back while the phase 2 SD9s have the 4 small 36in fans. BLE phase 2 units were 826-837, 844-847. Phase 3s were 821-825, 838-840.
