Need dynamic braking so a Jawn Henry, N&W 2300, solution would be better. Comes down to availability, support plant costs and maintenance costs. If it was viable someone would likely be doing it....
Steam had poor efficientcy and availability compared to even early diesels. Tons of people to service and maintain them too.
