I would guess these would be small private company that would purchase coal from the mines for local distribution. You still come across a few of these types of places today. Ive seen small yards off the side of the road in rural areas that sell lump, cannel, stoker coal and they always have a small dump truck for delivery service. Ive seen some models etc on foreign lines an assume something like this at one time would have been served by the B&LE
