I agree with you that US Steel security or the local police may have no authority to stop you from engaging in otherwise legal activities on public property, but bear in mind that the property in question may not be public. A private land owner may have granted the local police authority to police the property, or a right-of-way that extends onto private property may grant certain enforcement authority. I like your advice of initially complying, and investigating later, but even if it is determined you DO have the right to the property in question, it is best to resolve this with the authorities in a quiet, civil manner - situations that get hostile or contentious tend to fuel detrimental policies later on.
