A state-visit to the UK is highly unlikely during the EU-UK negotiations about the Brexit. It would be a can of worms no Dutch politician (other than the peroxide clown) is willing to open.
As for Italy, that too should be seen in EU-light: Italy is together with The Netherlands and four others, one of the founding members of the ECCS/EC, predecessors of the EU. As such, the ties between our countries have been lengthy and good for all these years.
Germany was visited on national level during a visit shortly after the King became King. And as Germany is a federal union of states who have a large independency amongst each other and in their relation to Berlin, it makes sense to focus on the different Länder, especially from an economic point of view.
And don't forget that in order to pay a state-visit, the King must have been invited first and perhaps no such invitation has been sent from countries like Spain and this could be for numerous reasons. For Spain, the ties with countries in South- and Latin-America are very important and the Spanish Foreign Office could very well have decided to 'use' the budget for state-visits for these countries and not for The Netherlands.
And of course as the Spanish King ascended the throne after the Dutch King, it is royal protocol that he will pay an official state-visit first.
