Hmm,the bit could ruffly be translated as: the shrimp that falls asleep is carried away by the current" as seems to be the case with this proverb,hhm,unlucky choice but not really worthwhile unless one is afluent in the lingo and then still one will giggle,as did Mexico,where it was seen as funny.
But true,his and Maria v/d Hoeven's civil servants should have done their homework better,it is her responsibility and the speech was approved by Economic Affairs.So,someone is lacking language skills in places they are unfit to function in at the ministry of economic affairs,but then that is hardly any news is it....
