If a visiting head of state is fluent in the host language, I think it is quite gracious to deliver a speech in the host language. Conversely, if the host is fluent in the guest language, the same might apply. Maybe, being a Texan of Mexican heritage, I was striken by the fact that the speech was delivered in English on the same day The Queen visited the memorial to the young cadets martyred by invading Americans in the Mexican-American War.
