Mozambique: Question marks by the Queen right from the start (?)

As an introduction to the Dutch state visit to Mexico RTL News referred (on prime time) "to a source close to the Court" that the Queen is said always to have put questions marks with regard to Willem-Alexander and Máxima's project in a complicated African country like Mozambique right from the start. But Willem-Alexander insisted on continuing the project "because he was allowed to do so little on his own already".
RTL News brings this as big news (commercial channel).
NOS News doesn't (public channel).
RTL News also says that the State Visit will be used as a charme offensive after months of negative publicity surrounding the RF. And RTL expects that Queen will refer to all negativism in the chat with the press on Friday in some way. (RTL is being too optimistic I am afraid.)

I am not quite sure.
We will see.
