The reason the elected mayors and all the other ideas that would have made the Netherlands a more democratic country (..:-)) fell was that there was not enough consensus.
If the politicians reach a consensus that something must be done, they can do it without asking the people in the Netherlands - which is of course why they don't want referenda. As Eleonore points out; Changing the Dutch constitution is rather easy.
