Henri, imagine a scenario like this: the present Second and First Chamber will vote for a change in the Constitution. In a year there will be an election for the Second Chamber.
After the election, the Second Chamber will vote again. After long debates of course, it is the Dutch parliament after all. The Second Chamber agrees. Then we wait until the First Chamber is re-elected, this will be in 2011. After the Representatives of the provinces have chosen the First Chamber, the First Chamber will decide upon it.
The law can state clearly in one of the articles that the law will only come into effect on the day that the present monarch, Queen Beatrix, will abdicate and her heir will ascend the throne.
The Queen has to sign the law and the moment the Prince of Oranje becomes King, he will be a King without any political role.
PS Believe me, it can be done, I wrote a paper about it for my class Constitutional Law a couple of years ago (2007 it was) about this scenario. I got a 8,5 for the paper from a well-known specialist in Constitutional Law. He wrote one remark on the front sheet next to my grade: "I know one person who will dread this scenario".
