This can not happen. The Statute of the Kingdom and the Constitution needs to be changed. When both Acts have succesfully completed the -long and complicated- proces, it will become in force when the King has ordered its execution by signing the document.
The new Constitution and the new Statute can not wait until there is a new King.
Besides that, the expectation is that the Queen will abdicate in a foreseeable future. The changing of the Statute and the Constitution is a long process: it requires a qualified majority in the present States-General and it requires a majority in a newly elected States-General which means general elections ánd provincial elections since the Senate is elected by the provinces.
