You have to reread my post.
I wrote that for her private travels (holliday, visiting her son and his family in London etc) she could easily book a commercial ticket and pay for that herself. In case a national emergency requires her to suddenly return home than the government (state funded) plane can be sent to fetch the monarch from her holliday destination. I never wrote or implied she would have to pay for that trip as that would be the nation needing it's sovereign so it would be work-related.
