That fact that she cannot use every means of transport doesn't mean she cannot pay (partly) for it. Besides i don't see why HM could not use a normal scheduled flight if she travels in private. With her hair not in the helmet shape and a pair of glasses many people won't even recognise her. If for national emergency reasons she has to return swiftly the government plane can be sent to fetch the monarch.
