There is a difference between the Queen of the Netherlands and you or me.

Because affairs of state goes on, officials travel with her, security, RVD, Foreign Affairs. If the Queen chooses to fly with KLM, the State has to purchase tickets for all these officials. It is easiers to use the always stand-by fleet which consists of a Fokker F70, two Fokkers F50's and a couple of Gulfstreams for that.
