He was not a senator for a fascist party, he was a senator during Fascism.
Contrary to the present Italian republic, where senators are politicians like all members of parliament, during the kingdom, senators were life peers, appointed by the king on proposal of the government, for various reasons: illustrious citizens, owners of large estates or industrialists, etc. Of course they were not likely to be oppontents of the Fascist party, but were not career politicians.
