I think former Queens do not have the privilege. Queen Victoria Eugenia visited the Pope as Queen Consort in 1923 and wore white. But, when she visited a Pope after the fall of the monarchy, she wore black.
The Countess of Barcelona, wife of the Head of the Spanish Royal House, always wore black before the Pope.
