I don't know what the focus exactly is. The EU-norm is at least 0,7% of the GNP. This norm is only met by the Netherlands, Norway, Sweden, Luxembourg and Denmark.
The Vatican recommends 0,8% of the GNP. The OECD countries anly have an average of 0,37%. The Netherlands give 0,82% of the GNP to development aid. (The United States only give 0,16% of the GNP).
I don't know which figures they use. Due to the worldwide crisis many countries have cut in the budgets for development aid. The 0,83% of the Dutch GNP is actually a little bit blurred because India, in the past a major receiver, has paid a lot of loans back. Effectively it is 0,75% of the GNP.
