As far as the bad guys go, at first I thought the raptors might be connected to this guy:

Paul Hazlett (aka The Raptor) was a one-shot villain who had a similar flight pack that used anti-gravity to give Hazlett flight. Moon Knight took him down pretty quickly and he was never seen again.
