Before spending $7000 on surgery, I'd look into holistic treatment. I've seen a Reiki master do wonders with greyhounds from the track with nerve damage. Same thing...couldn't stand up. After a series of treatments, they were on their feet and moving on their own.
I can't recommend anyone to you since I have no idea where you live, but you might make some inquiries. Another possibility is accupuncture. If those disks can go back into place on their own, it would relieve the pressure on the spinal cord and the dog could possibly regain use of the legs.
