After taking on the crown of Otherworld, he took on the responsibility to protect the Omniverse, and Meggan, as his queen, took them on too - willingly. They knew the risks, they accepted him, and though he did try to save her, she reminded him of this, and he accepted her decision.

2. Who says Meggan is dead? She sealed the rift and was on the wrong side of it. We know both she and Brian could survive on that side (we're explicitly told this), and he knows this too. So, as far as he's concerned, she's very likely still alive. Plus, Brian more than most knows there is more beyond death. Hence "good night" rather than "goodbye"; even if she's dead, to him she's only sleeping, and he knows they will be reunited one day.
