A Superhuman Registration Act was already a storyline in Alpha Flight volume one, Hal...
All of Alpha is registered (including mutants). The program was started by Joshua Lord (the Master in disquise).
It's implementation was far less violent than the US version and most super-powered citizens registered freely.
