not sure if this answers your question but I like both very much for very different reasons. hellcat was written as a fun character (the happy-go-lucky hellcat) and I liked her friendship with Valkyrie - one of the few close female friendships written in comics then before Fire & Ice in JLI and the Birds of Prey etc.
Tigra was different - she had a bit more of an edge and pathos - her roots were more in the 70's monster / pulp books and she was a femme fatale (Patsy was the girl next door with her roots in 50's Americana). Of course both lent themselves to supernatural themes (Tigra with the Cat People; hellcat with Hellstrom etc.) but Tigra as a policewoman lends herself more towards crime / noir elements while Hellcat is better in less serious sitautions despite the traumatic events she has experienced with Daimon. . Personally I don't think a Defenders team is good without Valkyrie and Hellcat - they make a great team. Tigra should be a regular oN Mighty Avengers or the Initiative. Well thats my 2c
