This may be the same problem I am having. What I have found (but not fixed yet) is the switch is good, however the tray where the switches sit is broken underneath. This causes the switch to be pushed down when trying to lower (in my case) My plan to temp fix is remove switch and put something (not sure what) underneath as a base support. Long term fix is to use plastic welder an rebuild lower cup portion. This will happen when a few more dollars come my way.
Before you throw away switch you might remove and disassemble. Do this with switch inside a baggie as there are tiny ball bearings that can be lost. Clean contacts, reassemble and try switch. These are poorly designed units that tend to collect dust and become almost unusable until cleaned. Hope this helps.
