There is a thermal switch at the base of the radiator. In the front on the drivers side. Pull the connector off. If you bridge those wires(on the plug) the fans should come on. If they don't it's something else. If they do it's the switch you took it off of.
You can swap a simailar relay and try that. You can test the relay. There is a usaully a diagram on housing that shows the electrics inside. If you energize the swiching terminals you should get continuity through the others.
