Mine did. I rigged a flash light bulb on a wire and placed in to see. You have to rotate the drive shaft until you see the bolt. I'm not sure that 68 ftlbs is correct.My noise went right away, that was 2 years ago and 10,000 miles. I don't know if it is the cause of your whine but it was mine and is good preventative medicine.
