79 euro won't start

Well it had to happen one day didn't it. My 79 that I've owned since new has let me down for the first time! Last had it running in December and it was running a bit rough then, but now it won't start. The RAC rescue man who came out to try and get it going confirmed the problem is electrical with no spark, apparently getting only 3.5 volts instead of 11 volts, anyone any idea what I should be looking at?
