Availabilty of Factory Paint

Hi, Just a casual question. A few years ago, our all original paint 1989 was being partially re-painted by a local shop in Toronto as part of an insurance claim. When we talked about matching the rest of the car one of the guys said: "Well you know, they only let dealers have the factory paint." At the time, I was admittedly a bit of a novice owner, but what I've read in Excellence since then, I often read of restorers using factory paint in their work. So, was the techincian telling the truth? TIA
