Female artist from either the 80"s or 90"s

The song is possibly from the late 80's or early 90's (maybe newer, not sure). Female signer that repeats the folling phrases in the song several times. It seems so right, I wonder why, when eagles fly. These lines are not in order I dont think. They do not come right after each other either, their are other lines in between each. The song ends with the artist sings the tune by going wo oh oh oh, oh oh oh.
